| Sir Alistair Graham |
| Chairman |
Sir Alistair Graham (Chairman – the appointment is for four years) was a Civil Service trade union leader for 20 years until 1986 and then became Chief Executive of the Industrial Society. Following this he became Chief Executive of, first, Calderdale and Kirklees TEC and then Leeds TEC. He was Chairman of the Parades Commission in Northern Ireland between 1997 and 2000. Until March 2004 he was Chairman of the Police Complaints Authority.
Sir Alistair is currently a member of the Employment Appeal Tribunal and also recently took up office as a Chairman of the Committee on Standards in Public Life. |

| Sir David O'Dowd |

Sir David has over forty years experience in law enforcement and served with the Leicestershire, West Midlands, Metropolitan Police Service, and the Northamptonshire Police Forces. He is a former Chief Constable of Northamptonshire and until December 2001 was Her Majesty’s Chief Inspector of Constabulary for England, Wales and Northern Ireland. Sir David has personally served with the present and last three previous Home Secretaries. During his police career, he has been at the forefront of managerial and organizational change, and served as police advisor to the Audit Commission for five years.
Sir David has lectured widely and presented papers both in the UK and abroad on managing organisational change, value for money in the public sector, diversity issues and police corruption and integrity. Since his retirement in December 2001, Sir David now holds a number of voluntary appointments including Chairman of Northamptonshire Victim Support and is a Governor of The University of Northampton. Sir David is a Deputy Lieutenant for the County of Northamptonshire and the 2006/7 High Sheriff for the County. |

| Lew Adams |
| Lew Adams (member with knowledge and experience of employee matters) was General Secretary of the Train Drivers’ Union ASLEF. In this position he provided leadership and direction for the union through the turbulence created by the Railways Act 1993 which led to the privatisation of Britain’s Railway. He played a key role in the development of the new Industrial Relations and Safety procedures which operated in the rail industry following the 1993 Act and is considered to be an expert on both subjects. Mr. Adams is currently an International Industrial Relations Consultant (Rail) with UK Trade & Investment. |

| Michael Brown |
Michael Brown (industry representative) joined London Underground in 1989 and held a number of management roles before becoming a Director of the company in 2001.
He currently holds the role of Chief Operating Officer of London Underground and has overall responsibility for liaison with police and other agencies. He is the lead Director of London Underground on all policing and security matters both at a strategic and tactical level. He is a former member of the BTP Committee. |

| Robin Gisby |
Robin Gisby (industry representative) started his career in engineering, focusing on project management and business turnaround. With an MBA, he proved himself more than capable of improving the profitability of businesses and identifying new business opportunities. In 1990 he established and acted as Managing Director for Charterail Ltd, a join venture between GKN, British Rail and two financial partners.
Since 1997, Mr Gisby has worked for Network Rail, firstly as Director of Freight then as Director of Network Development (1999). In 2000 he was made Director of the Eastern Region then, in 2003, Director of the Southern Region. In May 2004 he was appointed Operations and Customer Services Director where he is responsible for all operational and customer issues across the rail network, covering 18,000 trains a day, with 7,300 staff and a £250 million cost budget. He is in charge of the management of Network Rail's relationships with the train operating companies, Passenger Transport Executives, the Scottish Executive and the Welsh Assembly. |

| Michael Holden |
Michael Holden (industry representative) has 32 years' experience of working in the rail transport industry. His career started in 1974 within operations management in British Rail, with whom his last job was as Operations Manager for the South West Division of Network South East.
In 1994, he joined Railtrack and in a nine year period progressed through the Regional Director's roles for South West, East Anglia and finally Southern regions. In 2003 he spent joined Connex as Managing Director of its South Eastern franchise, and then had responsibility for creating and leading South Eastern Trains throughout its two and a half year successful life as Britain's only public sector train franchise.
In 2006 he founded and now leads Coledale Consulting Ltd, a railway management consultancy specialising in providing advice on railway business management. He is a trustee and director of Railway Children, the charity which provides a voice for streetchildren worldwide. He is also Chairman of Railway Ball Ltd, a not for profit company which organises the railway industry's premier charity fund raising ball each year. |

| James King |
James King (member with knowledge and experience of passenger interests and interests of people in Scotland) has over 30 years experience in the advertising and marketing industries. Between 2002 and 2005 he was a member of the Rail Passengers Committee Scotland before it was abolished. In 2005 he was appointed to Passenger Focus as the member representing Scottish interests and in 2007 he was appointed Deputy Convener of Passengers’ View Scotland.

| Christine Knights |
After an early career spanning government, industry and education, Christine Knights joined Consumers International in 1994. Since then she has worked to promote the interests and rights of consumers abroad and in the UK for a variety of consumer organisations.
She has been involved in the development of consumer policy, consumer organisations and advice bureaux. Ms Knights chaired the Rail Passengers Committee for North Eastern England and is now a board member of Passenger Focus. She is currently a member of the RSSB Rail Personal Security Group and was formerly a member of the BTP Committee. |

| Ray O'Toole |
| Chief Operating Officer, National Express Group |
| Ray O’Toole joined the National Express Group Board in November 1999 as Chief Operating Officer. He has 30 years’ operational experience in transport. He spent the early part of his career in various engineering management positions at Greater Manchester Passenger Transport Executive. He joined National Express from FirstGroup plc, where he was responsible for its operations in Yorkshire and the North West as both Divisional Director and Group Engineering Director. |

| Suzanne May |
| Suzanne May, (a member with wide knowledge and experience of public transport) has represented the interests of transport users in and around London since 1985. Firstly as a Deputy Chair of the statutory consumer ‘watchdog’, the London Regional Passengers Committee and between 2000 -2004 as Chair of the London Transport Users Committee, its successor body. She has had a long involvement with the national environmental transport campaign Transport 2000 and is currently Chair of Transport 2000 Trust. As former National Treasurer of the National Federations of Women’s Institutes and a member of the Women’s National Commission she has always taken a keen interest in the varying needs of women throughout their lives when they travel public transport. |

| Wendy Towers |
| Wendy Towers (member with knowledge and experience of passenger interests and interests of people in England) worked until 1992 in personnel for several large companies showing great leadership and direction in organisational restructuring and customer care. In 1993 she was appointed as one of four full time members of the Parole Board whose responsibilities included setting up and implementing the changes required by the Board's transfer from an advisory to an executive Non Departmental Public Body. She remained in this position until 1999 after which she joined the Police Complaints Authority where she was Deputy Chair from 2002 - 2004. |

| Colin Foxall |
| Colin Foxall (member with knowledge of the interests of people in Wales) has been appointed initially for four years and is currently Chairman of Passenger Focus. He is a non-executive director at Radian Asset Assurance Ltd and has previously held posts as deputy chairman of the former NCM Group in Amsterdam, as Chief Executive Officer of its Cardiff based UK company and as Under-Secretary at the Government's Export Credit Guarantee Department. He is also a former Dutch Consul in Wales and in 1995 was appointed CBE. |

| Jeroen Weimar |
Jeroen Weimar is Director of Transport Policing and Enforcement at Transport for London (TfL). He is responsible for ensuring the effective delivery of transport policing across TfL’s transport infrastructure and services. This involves managing TfL’s relationships with the Metropolitan Police Service and the British Transport Police. Together these police forces provide over 2,000 uniformed officers to police London Underground, London’s buses, Docklands Light Railway and the Transport for London Road Network, otherwise known as the red route.
Jeroen is also responsible for the civil enforcement of traffic and parking restrictions on the strategic road network. This brings together a range of camera technology applications, enforcement and removal vehicles as well as on-street personnel to ensure that London’s traffic can keep flowing. Jeroen’s team also tackles fare evasion on London’s buses through the deployment of over 300 revenue protection personnel. They are supported by an investigation and criminal prosecutions team which handles over 1,200 court cases every month.
From early 2001 Jeroen was Chief of Staff to the Commissioner of Transport for London, Bob Kiley, and was also responsible for leading TfL’s integration with London Underground.
Before joining TfL Jeroen was a senior consultant economist focusing on the reform of public services for a number of major public and private sector clients in the UK, Europe and the US. In 1999 he served as the interim Director of Performance at the newly established Greater London Authority, to ensure that the Mayor had effective oversight of public service delivery in London.
Jeroen has an MSc in Urban Economics from the London School of Economics. |

| Ian Dobbs |
Ian Dobbs is Chief Executive of Stagecoach Group plc’s Rail Division. He joined British Rail from University as a management trainee in 1977 and had a 16-year career with the business. Following a series of operational and commercial roles throughout the UK rail system, Ian progressed to become one of BR’s most senior Area Managers. He was subsequently appointed by Sir Bob Reid, the then Chairman of British Rail, to become Divisional Director, Great Eastern, where he was responsible for Liverpool Street station and its train services, one of Britain’s busiest railways. In 1993, Ian was recruited by the Victoria State Government in Australia to reform and manage the State’s transport network. He was appointed Chief Executive Officer of the Victoria Public Transport Corporation with responsibility for the train, tram and bus network and he successfully managed the transition to privatisation.
In 1999 Ian left government service to become a railway management consultant and advisor in Australia, New Zealand and around the Pacific Rim. During this time, he was engaged by banks and financial institutions to advise on and turn around poorly performing railway franchises and concessions, including spells as an interim CEO.
In 2005 Ian returned to the UK to take up his present position as Chief Executive of Stagecoach’s Rail Division. In this role he is responsible for running the company’s rail and light rail services including South West Trains, East Midlands Trains, Sheltered Supertram and Manchester Metrolink. He is also Co-chairman of Virgin Rail Group, which is 49% owned by Stagecoach.
As part of his role Ian is a Director of ATOC (Association of Train Operating Companies) and a member of the National Task Force for rail in the UK. He is married and lives in Hertfordshire with his wife and daughter. His son is an officer cadet in the Australian Defence Force and decided to stay in Australia when the rest of his family relocated to the UK.

| Richard Hemmings |

Richard is a Lawyer and has spent his entire career in the public sector. He has been a County Secretary in Cheshire, where he was Clerk to the Cheshire Police Authority. He was also the principle legal advisor on Transport and Strategic Planning Issues.
He was Borough Solicitor and Director of Administration at the London Borough of Croydon at the time that the GLC was abolished. He then became County Secretary to Kent County Council, where he was Clerk to the Police Authority and was responsible for the County Council’s administration and Committee process. Richard was also a Director of a number of services provided by the County Council, such as Trading Standards.
More recently he was interim Director of Law and Administration at the London Borough of Kensington and Chelsea. He has done work for the Audit Commission in the context of their comprehensive performance assessment of local authorities in England. He was interim Clerk to the former British Transport Police Committee, and was appointed as Chief Executive & Clerk to the British Transport Police Authority on the 1st July 2004. |

| Peter Haddock |

| Peter Haddock joined the authority in June 2008 from a career in the Home Office punctuated by a secondment to work for the Bishop of London. He has worked variously in immigration, the prison service and latterly on policing policy. He recently managed the review team for the independent Review of Policing by Sir Ronnie Flanagan. Previously he led on police reform strategy and on Government policy and funding for police community support officers. Peter is a post graduate in commonwealth studies and a member of the General Synod of the Church of England. |

| Liz Pike |

| Liz Pike was appointed part time Treasurer on the formation of the Authority. She qualified as a Chartered Accountant with KPMG in 1987. She spent ten years in various roles with in Granada Group, ending up as Group Financial Controller where she was heavily involved in successful acquisition of Forte Hotels. In 1998 she moved to National Express Group as Finance Director for Silverlink Trains, Director of Corporate Finance at Group and finally as Commercial Director for the Groups’ Trains Division when the PRISM Group of companies were taken over. In 2003 she decided to take a part time career break before joining the Authority in 2004. |

| Laverne Bryant |

| Laverne Bryant has extensive experience in the role of a Personal Assistant. She started her career as a school leaver, with Barclays Bank at their Pall Mall Branch. Over the years Laverne progressed up to the role of Personal Assistant, working for various Directors and Chief Executives in the Retail, Personal and Corporate divisions of Barclays at their Mayfair, Hanover Square, Regional and Head Offices. Laverne ended a long and happy career with Barclays working for the Chief Executive of the Barclays Africa division, when their Head Office was relocated to Johannesburg. Laverne joined the British Transport Police Committee in February 2004 as PA to the Chairman, Chief Executive & Clerk and the Deputy Clerk. Her role was to assist with the setting up and support of the new British Transport Police Authority that came into operation on the 1st July 2004. |

| Sam Elvy |

Sam has a background in retail management including four years as licensee/manager for Allied Domecq. She has an upper second class degree in Natural Resource Management from the University of Greenwich and is currently completing a diploma in Criminology & Social Policy and an ESRC funded Doctorate in Social Science at King’s College London. Before coming to the Authority Sam conducted a three year research project on urban regeneration and community development on behalf of the Peabody Trust.
Sam provides research, analytical, and policy support for the Authority, and prepares Committee, Area and portfolio briefings for Members and and leads on performance monitoring, policy development and diversity issues.

| Lucy Barrick |

Lucy is Acting Meetings Manager for the Authority. Lucy graduated from Aston University, Birmingham, in July 2005 with an Upper Second Class Honours Degree in Human Psychology. She has previously worked for Nottinghamshire Police as a Clerical Assistant and was also an Account Coordinator for Pertemps Recruitment Partnership on her Industrial Placement year whilst at University.
As part of her current role Lucy is responsible for: Coordinating, planning and minuting meetings. Organising all housekeeping aspects and packs of papers for meetings. General administrative duties including, logging post, complaints, dealing with ordering, incoming invoices and Member expense forms, as well as any other ad hoc tasks.

| Shelley is a Bournemouth University student currently on placement with the BTPA. She is studying LLB Law (Hons) and has just finished her 2nd year. She previously worked for LexisNexis Butterworths as a Student Associate. She assisted other law students in using the LNB complex database. Shelley’s role is Assistant to the Deputy Clerk, focussing on legal issues such as Police Service Agreements and any disputes that may arise from them |

Nicola is on a student placement for a year and has been brought in to work on BTPA’s communications. She will be writing the BTPA communications strategy and helping to implement it using a variety of methods to communicate with a range of stakeholders. Her tasks also include updating the website and the Police Authority section of the Force intranet. Nicola is studying BA Public Relations (Hons) at Bournemouth University and has just completed her second year. She has previously worked at Thurrock Council as a Trainee Policy Officer in the Corporate Improvement and Performance Team.
